Prasar Bharati has notified all private TV channels by issuing a notification on its official website on how they can apply for a particular slot for their TV channels on DD Free Dish, the application fee, and the other terms and conditions. The following procedure is followed for allotment/change of LCN for private TV channels on DD Free Dish, and all private TV channels can choose a particular slot or LCN for themselves.
As per Prasar Bharati's official notification -
1. After completion of the e-auction, the list of vacant LCNs available for allotment from the allotment start date will be informed to all successful TV channels.
2. The channels won in the auction including the existing channels available on DD Freedish may submit their LCN preferences within the time limit prescribed by Prasar Bharati.
3. If an existing TV channel participates in the e-auction for a new allotment period with a different category and/or language from the existing one, with the same name or a different name, it shall be treated as a new channel. The LCN acquired by such channel shall be treated as vacant for allocation to the successful channels from the date of commencement of new allotment.
4. The successful channels may submit requests for a maximum of five choices for LCN in their order of preference. If more than five (05) choices are submitted, only the first 05 choices in the order of preference shall be considered by Prasar Bharati for allocation of LCN.
5. Existing channels requesting a change in LCN are required to pay a non-refundable LCN application fee of Rs. 1.0 lakh, plus 18% GST, online to Prasar Bharati's account and share the payment details with their LCN optee.
6. No request for change in LCN from existing channels without an LCN change fee will be considered.
7. After the last date for receipt of LCN preferences, the list of existing channels requesting a change in LCN, if any, will also be shared with the successful TV channels so that they can submit or modify their preferences within the new deadline prescribed by Prasar Bharati.
8. No further communication will be made by Prasar Bharati with the successful TV channels regarding LCN preferences.
9. Requests received from TV channel(s) will be considered only when the LCN becomes vacant.
10. Requests received from new and existing successful channels will be considered and LCNs will be allotted as per the following procedure -
10.1 Requests from channels for a particular LCN will be considered only for vacant LCNs as per their preference options given by the channel.
10.2 If a particular LCN is requested by more than one channel, the channel having the highest bid amount in that year, which has requested for a particular LCN, will be given preference for allotment.
10.3 If the bid amount is equal among the channels, the order of successful channels in that year's e-auction will be followed.
11. If an existing channel on a particular LCN of DD Free Dish is successful in the e-auction, it may be continued on its existing LCN under the following conditions -
11.1 If no request is received from the channel for change in its existing LCN.
11.2 If an existing channel submits a request for change in its existing LCN and none of its preferred LCN options is allotted as per the existing slot allocation process.
12. If no request is received from the successful channel, they may be placed sequentially on the remaining vacant slots in the order of their success in the e-auction.
13. No request for change in LCN will be accepted after LCN is allotted, however, if LCN remains/becomes vacant and preference is invited by Prasar Bharati, a fresh request may be given by the channel along with the LCN change fee.
14. Mutual change/swap of LCN between two channels will not be accepted.
